Do you have an alternative way of balancing it? ok got it. i have taken into account the stats and i agree that it is rather too much. i have changed the base stats and how they interact with the refine. at +9 it would give +5 int and dex and a 1% chance of silencing yourself and completely removing the negative effects (which shows familiarity over the subjects lol) the chance of silencing isn't completely negated to balance the item. Part 1 of my Make Refining Great Again
Item name: Divine Flame
Description: Fire Used by Hephaestus when forging weapons and armor. Improves Refining success rates.
Effect: When used, increases all refine rate success chances by 10% for 20 mins. Works on normal, HD, and Enriched refine rates.
Notes: With the appearance of more challenging quests and instances in Renewal, newer and better gear get released with it. Most of these gears (and cards) are powerful but with heavy favor to upgrade levels. To keep up with these changes, we need some way to make these upgrade requirements more accessible for the players. The goal of this consumable is to be an end-game means to make higher-tier bonuses available without investing everything and still very possibly lose in the RNG war because the rates are just abysmal.
Just to give you an idea, the cumulative rates from +0 -> +10 when using normal ores are as follow (taken from iRO wiki):

A 0.03% chance just to get an armor to +10 from +0 is far too low. That doesn't even cover +11 beyond. While this might have worked Pre-Renewal, I think the rates are just too low in Renewal. Especially with the introduction of gears like Drooping Pope, White Wing Suit, Lindy Hop, etc. and cards like Firelock Soldier, Parus, Dimik, etc. This makes the current system feel really outdated. As for weapons, I think the Crimson weapons speak for themselves. It's obvious that the game is moving in favor of stronger refine rates as a solution to scaling with difficulty in content.
As for official servers, They have their own methods of making refining easier such as refining events and interesting refining mechanic. We gotta have our own too, I reckon.

Bradium and Carnium are farmable but can also be exchanged from Oridecon and Elunium too respectively.

Part 3 of my Make Refining Great Again Item name: Whitesmith's Blessing Description: Endows the equipment with the whitesmith's protection preventing it from being damaged by the hands of the clumsy "Mighty" Hammer. Effect: Using this ticket with HD Carnium/Bradium prevents an equipment from dropping a refine level when an upgrade fails. 2) There's an item called Blacksmith Blessing which gives protection to +7 -> +12 HD upgrades.
The idea of this custom item is to combine the ticketing system of Blacksmith Blessing with the idea of reaching a safe point in +10 refine level. It should prevent an equipment from dropping below +10 but comes at a price. Suggested crafting items:

The raw damage a warlock produces cannot compare to that of an Arrow Storm from a ranger. Considering Warlocks have a lot more limiting factor such as cast time, after cast delay (and sometimes, interrupt-able casting), you would think they would at least hit really hard? Spoilers. They don't. This is because of the higher Mdef values monsters have in Renewal. A solution to that is Mdef Pierce which only very few gears have. So one had to be made. Flavored with the most prominent element magic users use: Fire. TL;DR
Mages in my opinion should have really high burst damages as payoff for cast time and delay but they fail in this because of the high Mdef values of monsters and the lack of Mdef piercing gears to counter this. We gotta give our magic friends some love. If you want to learn more about how mDef and mDef pierce works, this is an interesting page dedicated to that. Suggested crafting items:
